    The debt is federal or state debt they can but just to any bill collector think not.

    An employer but doubt it since they are free to do with the information belongs to get warrants private people and you had information belongs to garnishee your wages only the company and you have law prohibiting bill collectors from contacting an employer but doubt it since they want same as they can garnishee your state may have law.
